China exported 11.3 million tons of steel in December last year, setting a monthly record, which helped push China's annual steel exports to a record high of 119.02 million tons, a 7.5% increase year-on-year.
At the same time, China's iron ore imports in December increased by 8.2% month-on-month, reaching 11.965 million tons, setting a new monthly record. The total import volume for 2025 reached a record 1.26 billion tons, a 1.8% increase compared to 2024.
China is the world's largest steel producer and the largest consumer of iron ore.
China plans to implement a licensing system starting in 2026 to regulate steel exports, as strong exports have triggered an increasing backlash of protectionism globally. Analysts say that some exporters are concerned that export licensing requirements may affect shipments, so they are rushing to increase their shipments before January.
Although exports were unexpectedly high, the adjustment in China's real estate market still suppressed steel consumption. Some institutions predict that after a 5.4% decline in 2025, China's steel demand is expected to drop by 1% this year.
